how to give format two parameters in Laravel

I made two helper function one dateFormat() and time_format() and these functions allow the admin to change the date and time format in the backend.

This will work fine because I give it only one parameter

This will not work because I'm giving it two parameters

how can I get around this and give the format() two parameters
