how to edit angular translate file using php

I am developing a classified website using laravel and angularjs. We can change the language from user side.Now i am using angular tanslate file for changing language.I would like to add a feature in admin panel to control the text in all languages without saving it to database.

Is there any way to save the changes directly to the angular translate file? or any other method without using database?
