For PHP why do i need dependency testing environment like LARAVEL where as NETBEANS or any similar builder help in the sameway?

For PHP why do i need dependency testing environment like LARAVEL where as NETBEANS or any similar builder help in the sameway. Netbeans gives you all the error info inside it. But what LARAVEL help me in doing just wasting up a useless resource and time loading a full package of library even i just need a small functionality.

I found it Useless ,,, please make me accept this new technology but with some genuine reason.
