How to copy majority of pixels in part of the image using PHP or Javascript?

I wanted to copy the pixel color of the pixel which occurs in majority in specific part of the image. Like in the bottom of the image from left bottom corner, m taking 10% X 10% & same from right bottom side. So how could do this using PHP or Javascript?
