laravel 5.8 css margin and padding are diffrent than pure php

I have pure php project that was built by friend and which is used only to show static pages, when I convert those pages to blade and copy css and js files to public folder it looks like that the css margin is larger on blade then in pure php for the same margin (e.g. 12px), also the fonts looks larger. why is this? how to solve this?

I checked both final html output and inspected both css, they are the same but look diffrent on blade vs pure php

Laravel version is 5.8

please help this is driving me nuts
