live laravel wont auto clear cache homepage

I have laravel 5.7 live but just wondering it wont auto clear cache if there are updates in the content.

I just try:

sudo php artisan cache:clear

sudo php artisan view:clear

• still wont do anything.

then I try to manually clear "/website/2019/storage/framework/views/". it did clear the views to other pages but in the homepage it didn't load the other js and css. when I inspect, it pointed to an IP address..

any idea?
