Statamic/Laravel not loading config files

So I'm trying to run a older Statamic website that seems to be using Laravel 5.1. I'm not overly familiar with Statamic and am running into an issue.

The site is running in vagrant and everything seems to be running fine but the site isn't loading the config files. I get the attached error about timezone and also it throws an error complaining that the "aliases" array is null.

After some digging it appears its failing to load the config/ files. It's using the Finder facade in LoadConfiguration.php to gather the files for load but seems to be returning null.

Not sure what the issue could be, any ideas?-->

When i dump the "configPath" it appears to be correct dumping "/home/vagrant/code/public/statamic/config"

I'm not quite sure what to do at this point or what could be causing this.
