laravel 5.4 regex for phone number

Been searching all types of forums but looking for a good regex pattern that can be used in Laravel 5.4 for a phone number form submission. We deal with alot of US but also international folks as well. so really it would need to capture a pretty wide spread set of potential numbers. I really do not want to be limiting as far as what the end user can put in.

Also as a side note - using Laravel is there a way to clean the data before or maybe after it goes into the validator?
