User access to blade ftemplates in Laravel

I design Laravel-based application, and users should have possibility to change some templates. But Laravel Blade grants users possibility to use full spectre PHP. Is it possible to both grant users change Blade files, but restrict them from obtaining application copy or doing some malicious actions?
