Is there a way to check email address of PayPal user is verified or not?

I am trying to find an API which checks if a Paypal account is verified or not. What I want to do is, I have a form, I want the user to enter his/her PayPal id, he/she will click on proceed and the API will return whether it is verified or not.

Can anyone help me, I am using Laravel 5.6. Is there any package for it?
