Suggetion For : Dynamic Permission Assign to User by Accessing Middleware wise every Route Path on Submit Form

I want to Create a dynamic User permission Form where Admin can permission to each user which user can access which route and which can't. User only access or see those route which collection of route he permissed from Admin .I can't find any kind of library or package to do that. Would anyone help me to suggest any library or package or Which is the best Step to do this kind of thing.
