Best approach to save user uploaded files

What would be the best, optimised and faster approach to save and retrieve user uploaded files like PDF, Images or Word docs?

1. File System: Saving files directly into file system and mapping file name against user records.

2. Base64: Converting user uploaded file into a Base64 format and storing it in to Database.

or any other possible methods? which could handle best in terms of performance and memory optimization?
