Laravel + AngularJS migration to Laravel + Angular

We have an app made with Laravel 5.2.45 and AngularJS 1.4.4, now we would like to make migration to Angular 7/8 plus localization with i18n. The question if someone can step up and answer would be, is it more cost/time effective to make Laravel just as REST and make Angular consume it, or would it be better to make out of AngularJS some kind of hybrid for new Angular app (frontend). Now Laravel blade views are used, or is possible to use the same views with new Angular app?
