Making a light show green for true and red for false in Laravel

I am new to Laravel and PHP, and I am working on a project where I want to pull a table from my data and this data is a timestamp format. So the idea is to have a light blink green if the timestamp is within the last 24 hours and red if it is before that.

Does anyone know where I should start or what I could implement
