Laravel No connection could be made because the target machine actively refused it

My Question is about No connection could be made because the target machine actively refused it. [tcp://127.0.0.1:6379]

Findings: I have installed the Redis for windows from this https://github.com/rgl/redis/downloads and it is installed in "C:\Program Files\Redis" but still i am facing the same issue
