Why can't whoops find its css file?

I have an odd error that suddenly started happening in my Laravel app. Following the stack trace, flip/whoops isn't able to run because it can't find whoops.base.css yet you can see from my finder window that it is in fact there.

I'm running Laravel 5.7.25. I've tried composer update, composer install, composer clear-compiled, etc. and nothing will work. It seems everything is up to date yet I am getting this error.
