Translate Vue.js and edit the files via UI

I have a Laravel 5.4 application whose part that needs to be translated is only a single Vue component (with several components in it).

I need it to be translated in a way that the user via an admin panel can edit the language files and can add new ones - what's the best packages/approach here?
