PHP SOAP-ERROR: Parsing WSDL

I'm having a problem with SoapClient (PHP) to parse this wsdl

I don't know why, I'm having this response:

SOAP-ERROR: Parsing WSDL: Couldn't load from 'http://ift.tt/2qPwuA7' : failed to load external entity "http://ift.tt/2qPwuA7"

If you put this URL in a browser you can see the SOAP, and also in SoapUI it works OK.

I'm using laravel, and my code is:

$client = new \SoapClient("http://ift.tt/2qPwuA7");
