Storing Laravel email templates in the database

Is it possible to load Email templates from a table in the database (instead of using a blade template file)?

I've been checking Laravel docs but it only talks about writing Mailables but that requires a developer to add/edit the templates and for this particular project, I need to give the ability to manage the templates.

I don't need the templates to be in Markdown. Simple old html will do the job.
