How to fix fopen - failed to open stream permission denied?

I tried to store file in local storage:

Excel::store(new ArchivingExport($event->idEvent), $this->formatName($event));

I get message:

fopen(C:\Dev\ch-guestsreg-backend\storage\app\2019-04-10 00:00:00_event1.xlsx): failed to open stream: No 

I work under Windows Server 2016
