Laravel Charset at Page Source and Rss

I am using laravel 5 for my project. Project language is Turkish.

When i open Chrome's View Page Source I saw that some of my Turkish letters are looks like &#039.

My word Tünel turns to this wierd word Tüneli'. Strange thing is everything looks normal on website. But when i open google chrome's page source , i saw these wierd chars.

my meta tags are :

  <meta http-equiv="Content-Type" content="text/html; charset=utf-8"/>
  <meta http-equiv="content-language" content="tr">

and after i noticed that its same on my rss feeds.

How can i solve this problem ? what can be the reason of this problem ?
