Laravel Eloquent doesn't return expected results

So I am running this: (only about 300 rows in table)

$cars = Cars::all();

$json = [];
foreach($cars as $car) {
  $json[$car->carId] = $car->CarName;
}

return $json;

Response is: (this is correct response)

{"1":"JEEP","2":"BMW",...etc

But I do the same exact setup with a different table: (there is over 5K rows in this table)

$inventory = Inventory::all();

$json = [];
foreach($inventory as $inv) {
  $json[] = $inv->LocalSKU;
}

return $json;

Response is:

I'm unsure why its giving me completely different type of responses. The models are the same, the only thing different is the table name.

UPDATE:

Expected results should be (array key and array value, its simple)

{"0":"APL-12","1":"MAP-34",...etc
