Redirect without giving out the URL

I'm trying to build an URL shortener, but I'm wondering if I can deliver the content without having to see the "original" URL in the browser.

I need to provide download link for PDFs, but for security concerns with our contractors, we cannot give out the full path to the file.

I've built a mini url shortener, but I want to be able to start the download without giving the actual URL for the file.

Is this doable? Should I be using headers?
